Richard O'Carroll was a trade unionist and Labour Party councillor on Dublin Corporation, first elected in 1907. He was killed by Captain Bowen-Colthurst during the 1916 Rising and was the only elected member of Dublin City Council to be killed while on active service during the Rising.
